You abuse the fact that the cause and effect of preventative programs aren't as viscerally "real" or identifiable as 'gun shot, person dead'.
It doesn't mean things like priority neighbourhoods status, community partnership investment programs or even basic good planning isn't significant or valuable in the reduction of violence. Of course, good policing is part of the equation too. But any person looking earnestly at solutions would recognize no magic wand solution exists, that its a multi-pronged approach that works.
